This PR add a custom rule for
markdownlink-cli2, which checks links that start with#match the title inside the same markdown file.The title is obtained from the markdown token, which may not be accurate, but it is accurate for the existing content.
Switch the toggle
warn_onlyin.markdownlint.jsoncfile will generate error message instead of warning, and will block the CI build.
