ci: build installers only for release tags - #2

Every push to main and every PR used to run the full electron-builder packaging and upload the installers as artifacts, even when the change was just a Markdown edit. Packaging now happens only when release.yml calls build.yml with package: true, which it does for v*.*.* tags. Push and PR runs still do typecheck, lint, unit tests and the Linux e2e smoke test on both OSes, so Windows regressions are still caught before a release. Pushes that touch only *.md files or docs/ skip CI entirely. A workflow_dispatch run also skips packaging; a manual installer build would need a dispatch input, left out until it is actually needed.
