The documentation maintenance scripts have no automated tests despite handling remote updates and local configuration replacement. This adds coverage for their key decision and file-mutation paths, with a
make testtarget to run the suite. The tests cover update/version behavior, API and download failures, changed and new file detection, requirement reporting, configuration copy/overwrite behavior, cleanup, and command-line options. The suite could not be run here because Python is unavailable in the environment.
