Clarifies shared-code ownership by moving portable web-and-CLI policy into a dedicated common/client layer, keeping client-specific behavior with its application, and consolidating the model catalog wire contract in root common. The change also relocates tests with their owning modules, documents the dependency direction, and adds architecture and browser-build guards that prevent server code or browser bundles from crossing the new boundary.
