refactor(mosaic): hold create API key dialog state in a machine - #10516
Moves the create API key dialog's state out of four useStates (open, secret, copyError, hasTriedCopy) and into a machine in create-api-key.controller.ts.
The flow is now closed → form → secret → copying → attempted. The rule "the secret can't be dismissed until a copy has been tried" is now the secret state having no CLOSE transition, instead of a guard built from flags. Form submission stays in useForm, and onSubmit sends CREATED with the secret. A failed copy from the copy button still rethrows, so CopyButton doesn't show "Copied".
One behavior change: retrying a failed copy now blocks dismissing the dialog until that retry finishes. Before, once one copy had been tried, Escape closed the dialog even with a second copy in flight. Two copies started at the same time can still leave one running after the dialog becomes closable, as before. The new feature test covers the retry case.

Found one P2 regression in create-api-key.controller.ts:65 (packages/mosaic/src/features/api-keys/create-api-key.controller.ts:65): overlapping copy results can leave an incorrect error visible.
Both copy controls remain enabled while copying. If two attempts overlap, the first failure moves the machine to attempted; a later successful copy’s COPIED event is ignored, leaving “Could not copy” visible despite success. Previously, every successful copy cleared that error. Serialize copy attempts or handle their results consistently.

Good catch, thanks. Fixed in e5f9d32. attempted now accepts COPIED and COPY_FAILED too, so the copy that finishes last decides whether the error shows, as it did before this PR. The new feature test, "clears the copy error when an overlapping copy succeeds after one fails", failed on the previous commit and passes against the original useState controller and with this fix.
