chore(submodules): align Iteration 41 package pins with dev

范围

本 PR 仅包含六个 Iteration 41 子模块 gitlink 更新，以及一处行为不变的 Ruff 格式修正（父仓 bt_api_py/forwarding/router.py 中将三行字符串常量折叠为 Ruff 规范的一行）。六个 gitlink 指向各自已合入 dev 的提交：bt_api_base (a236c2d)、bt_api_ctp (77dc729)、bt_api_risk (dac5590)、bt_api_monitor (a382b2e)、bt_api_execution (44190b6)、bt_api_gateway (693a3fe)。

不包含 PR #13/#14 的父仓业务源代码、Binance 变动或其他子模块改动；没有降低或跳过门禁。

验证与门禁

• git diff --cached --check 通过；gitlink 提交只含上述六个路径。
• python -m ruff format --check bt_api_py/forwarding/router.py 通过；python -m ruff check bt_api_py/forwarding/router.py 通过。
• Core Reference 在本 PR 的六个 gitlink 上通过（job 109076046025）；本次格式修正提交会触发新一轮 CI。
• 当前质量/格式 ratchet 仍报告四个新增子模块（execution/gateway/monitor/risk）的 src/tests scope 未记录；需由完整 CI 确认是否为唯一剩余阻断，并按既有流程处理有意 scope 扩展。
• 本机 pytest tests/bt_api_contract ... 因全局 pytest/pytest-asyncio 版本组合在收集阶段失败（Package 无 obj、asyncio_default_fixture_loop_scope 未知）；这不是源测试通过证据，CI 环境结果为准。

没有运行 provider、CTP native 连接或真实交易。本 PR 不构成账户、provider 或实盘验收。
