- Define OC_VER=2.0.15 as single source of truth in create-lab-template
- Construct exact tarball filenames from pinned version instead of globbing cache
- Fall back to npm pack with pinned version when cache unavailable
- Eval OC_VER assignment in prefetch-cache.sh to honor env override and default
- Ensure version bumps invalidate pkgs layer and trigger refetch
- Never invoke unpinned install script when
