Based on the project structure and `AGENTS.md` guidelines, I've prepared a plan to initialize the development environment.

## 1. Install Dependencies
- Run `npm install` to install all required Node.js packages defined in `package.json`.

## 2. Configure Environment Variables
- Create `.dev.vars` by copying `.dev.vars.example`.
- This file is used by `wrangler` for local development secrets.
- **Note:** You will need to provide a valid `ANTHROPIC_API_KEY` in `.dev.vars` for the bot to function fully.
- I will enable `DEV_MODE=true` by default in the new file to bypass Cloudflare Access auth for easier local testing, as recommended in the docs.

## 3. Build & Verify
- Run `npm run build` to compile the worker and client assets.
- Run `npm test` to verify the core logic (JWT, env vars, process management) is working correctly.
