fix: align User Groups sidebar with hub order - #1998

Reviewed against ADR 0008 and repository policies: this fixes a user-visible sidebar order mismatch, and the tests cover the user-facing consistency with the hub. No policy conflicts found; required checks pass. Queueing it to merge. |

Remit: User Groups now appear in the same alphabetical order in the sidebar and on the hub page, with Research before Telecom.
Verification
mainat93c38f7: the collector backup-order case intests/enduser-collector.test.mjsand two child-spawn fallback cases intests/helpers-spawn-fallbacks.test.mjs. Coverage percentages meet the configured aggregate/source/harness thresholds. The host runs Node 24, while the repository specifies Node 22.tests/e2e/interactions.spec.js(lines 381, 412, 445, 467).
