This PR adds the kusari.yaml configuration file for Kusari Inspector.

The configuration file allows you to customize how Kusari Inspector analyzes your pull requests. You can:

• Enable/disable GitHub Action version pinning checks
• Enable/disable container version pinning checks
• Control when comments are posted on PRs
• Configure SBOM generation settings

What to do

1. Review the configuration options in kusari.yaml
2. Modify any settings to match your preferences
3. Merge this PR to enable your custom configuration
