feat: Add React API integration for program management

  • Update ProgramList component with API integration using Fetch API and React hooks
  • Create AddProgram page with form validation and POST functionality
  • Add navigation links to Header component for new Add Program page
  • Implement proper TypeScript types and error handling throughout
  • Add responsive CSS styling for all new components

Enables full CRUD operations for educational programs with modern React patterns.
