feat: add TypeScript send-message plugin

TypeScript implementation of PR #5; adds send-message for TypeScript.

Technical changes:

• add the TypeScript plugin under extended/plugins/send-message-ts
• add TypeScript-specific proposal 0004 plan and checklist documents
• add a TypeScript-specific send-message smoke path
• keep the TypeScript smoke path check for slack.threadTS
• carry the shared harness changes needed to run the TypeScript smoke path end to end while this PR is reviewed separately
