feat(flags): add beta override toggle with developer easter egg#905

Add a toggle switch on the Labs screen to disable beta overrides, resetting all flags to defaults. Flags remain visible until leaving the screen. Introduce SystemToastController for VM-driven toasts with opt-in previous-toast cancellation. Signed-off-by: Brandon McAnsh <git@bmcreations.dev>
