Limit static pages to the managed set

Summary

• The static pages list is only terms, privacy, home, about, and contact. Cookie policy and accessibility are no longer in that list.
• Administrators can edit the existing text and images. They cannot create or delete pages.
• The public home, about, and contact pages use that saved copy.

Test plan

• In admin, open Static pages and confirm only the five pages appear, with no create or delete action.
• Edit the about page body and confirm /ro/about shows the new text.
• php artisan test --compact tests/Feature/StaticPagesAdminTest.php
