Remove consultations from admin and accounts

Summary

• The Consultații tab is no longer in the admin navigation or the dashboard, and the admin URL is closed.
• Professional accounts no longer have a consultations section. Partnership responses stay a separate moderation tab.

Test plan

• Sign in as admin and confirm Consultații is gone from the sidebar and dashboard.
• Open a professional portal and confirm consultations are not listed; /ro/portal/consultations is not found.
• php artisan test --compact tests/Feature/PortalTest.php tests/Feature/FilamentDashboardStatsTest.php
