Summary

• Patch release bump 0.2.8 → 0.2.9 to ship the switch to keybase.io/codecovsecops (fix: fetch Codecov PGP key from keybase.io/codecovsecops #75).
• Bumps CODECOV_WRAPPER_VERSION in scripts/set_defaults.sh and the embedded CC_WRAPPER_VERSION in dist/codecov.sh.

Notes

• Stacked on top of fix: fetch Codecov PGP key from keybase.io/codecovsecops #75 (th/wrapper-use-keybase-secops); merge that first, or retarget this PR to main once the revert lands.
• After merge, run make deploy to retag v0 / v0.2.9.

Test plan

• Version string matches in both source (set_defaults.sh) and built artifact (dist/codecov.sh).
