docs(release): switch the documentation to Fess 15.9.0 - #604

Fess 15.9.0 is released, so make 15.9 the release version across all 7 languages (ja, en, de, es, fr, ko, zh-cn): - versions.json: 15.9 becomes the release and joins the supported list, with end of life on 2028-04-01, eighteen months after the release as for the neighbouring rows - eol.rst: regenerated from versions.json by tools/update_eol.py, so 15.9.x is the latest recommended version and 15.8.x is supported - documentation.rst: repoint the toctree 15.8 -> 15.9 - getting-started.rst, quick-start.rst: repoint :doc: links 15.8 -> 15.9 - downloads.rst: set the "latest stable" tip to 15.9.0 (OpenSearch 3.9.0) and add it as the first row of the stable list-table - index.rst: update the download link to 15.9.0; add the 15.9.0 news entry and keep the latest 5 entries - news.rst: prepend the 15.9.0 news entry - archives.rst: add the 15.8 archive section No supported version reached end of life since the last release, so nothing moves to the past-releases table. The installation pages of the 15.9 tree already name OpenSearch 3.9.0.
