docs(15.10): describe the upgrade to Apache Tika 4.1.0 - #607

Update the 15.10 documentation tree in all seven languages for the Tika 4 upgrade (codelibs/fess#3666, codelibs/fess-crawler#225). - install/upgrade: add "Upgrading from 15.9 to 15.10" covering the retired tika.xml, metadata name changes, the removal of tk:/X-TIKA:/zip: metadata, Tesseract and PDF properties files, charset names and changes for plugin developers. - config/crawler-ocr: tesseract and ImageMagick must be on the PATH of the crawler process; the Tesseract timeout property is timeoutMillis. - config/crawler-advanced, config/admin-index-backup: drop tika.xml and describe the new behavior. - config/properties: update the default of crawler.metadata.content.excludes.
