Finalize the version for the 0.4.0 release and refresh the Docker tag examples so they point at the tag this release publishes. - pyproject.toml / uv.lock: 0.4.0.dev0 -> 0.4.0. publish.yml validates that the pushed v* tag matches this value, so it has to be final on main before v0.4.0 is tagged. - README.md, skills/fessctl/references/installation.md, skills/fessctl/references/troubleshooting.md: ghcr.io/codelibs/fessctl:0.3.0 -> 0.4.0
