Port status: document the desktop GoogleWebMap skip on Linux and Windows - #6101

Native Linux and Windows answer CN.isDesktop() true since #5845, so GoogleWebMapScreenshotTest skips with webview-not-captured-on-desktop before it reads a key. The erratum only accepted no-api-key from those ports, and the nightly coverage sweep failed on all four. Accept both reasons there: no-api-key is what their older reports still carry. The nightly `publish-latest-port-reports` sweep fails on linux-x64, linux-arm64, windows-x64 and windows-arm64 with "skipped without an erratum: GoogleWebMapScreenshotTest" (run 40174055777).
Native Linux and Windows answer `CN.isDesktop()` true since #5845, so the test skips with `webview-not-captured-on-desktop` before it reads a key. The erratum accepted only `no-api-key` from those ports. This accepts both: `no-api-key` is what their checked-in reports still carry (reports are CI output and cannot be edited by hand).
Verified locally: conformance unit tests (102) pass, `port_status.py validate` passes, provenance check clean.
