Route automation proposals through the automation App - #9

Rulesets require signed commits, and a commit made with git commit in a workflow is unsigned, so automated pull requests could never merge. The tap and the website now have GitHub create proposal commits through the API with the workflow token; the maintenance guide records that rule.
Pull requests opened with the workflow token now wait for manual approval before their checks run, so automation acts through the Computer MCP Automation App instead.

Rulesets require signed commits, and a commit made with
git commitin a workflow is unsigned (computer-mcp/homebrew-tap#6). Since June 2026, a pull request opened with the workflow token also waits for manual approval before its checks run, and checks from a dispatched run never satisfy required checks. The tap (computer-mcp/homebrew-tap#8) and the website (computer-mcp/computer-mcp.github.io#35) now act through the organization's Computer MCP Automation GitHub App: its installation token has GitHub create the proposal commit through the API, which GitHub signs, and opens the pull request, whose checks run on their own. This records that rule in the maintenance guide.
