Release reconciliation keeps an existing automatic merge request when retrying an unmerged proposal. It verifies the proposal head before enabling automatic merge and avoids repeating that mutation after it is already enabled. Required CI and merged-tree verification still govern deployment.
Validation: the required website checks run in GitHub Actions, including proposal ownership and index-preservation regressions.
