Windows archives now carry the reviewed Swift/open-source runtime closure and require the user-installed official Microsoft Visual C++ v14 x64 runtime. Packaging records native version floors, excludes Microsoft DLLs, and archive acceptance verifies system module paths, versions, architecture and hashes before the native MCP lifecycle check. Installation and component notices describe this contract.
Release notifications use the reviewed catalog GitHub App action, scoped to website Actions write, with short-lived token revocation.
Validation: 38 Python tests passed with two platform skips; 263 Swift tests in 30 suites passed; four schema tests and drift check passed; strict Swift format lint, Swift build, workflow lint and version checks passed. Required CI builds both native archives and accepts the exact Windows ZIP using system-only PATH. No source SDK or vendor installation changes.
