Fix release workflow failure: Formula/construct.rb version '0.17.2' did not match Cargo.toml '0.17.3' causing Verify Homebrew formula to fail on v0.17.3 tag (run 31071944520). This bumps formula version to 0.17.3; the workflow will update checksums on next tag run.\n\nAfter merge, delete and re-push tag v0.17.3 at new HEAD to re-trigger Release.
