Before: the repo had only a starter README and .gitignore. There was no shared formatting config, no issue or PR templates, no dependency updates, and a Claude cloud session had no .NET SDK to build or test with.
After: editors and
dotnet formatshare one.editorconfig, line endings are pinned by.gitattributes,CLAUDE.mdgives Claude the layout, commands and project rules, issue forms ask the questions that matter for an on-site problem (device, adapter, were settings restored, session log), Dependabot opens monthly grouped updates for NuGet and GitHub Actions, and every cloud session installs the .NET 10 SDK and restores packages on start.This PR adds only new files, so it does not touch anything in the Phase 1 PR (#1) and the two merge in either order.

.claude/hooks/session-start.sh(registered in.claude/settings.json) runs only in cloud sessions, installsdotnet-sdk-10.0from the Ubuntu feed if missing (the dot.net script is blocked there), and runsdotnet restoreonceProDHCPServer.slnexists.
