What

Proof of concept for Henry's design brief Issues: the agent improvement loop (2026-09-10), built for design review — not for merge as-is. Exposes the issue lifecycle from the terminal so scripts and agents see the same statuses and actionable errors as the UI.

What's in the PR

coval issues list | get | create | confirm | assign | attach-suite | set-policy | clear | action | summary | regression (src/commands/issues.rs), IssuesClient in src/client/mod.rs, models in src/client/models/issue.rs, and an agent-discovery ResourceSpec so coval --agent documents the workflow and its pitfalls (every action needs --expected-version; clear judges an already completed run; a manual close never counts as verified).

The endpoints it calls (/v1/issues, /v1/issues/{id}/actions, /v1/issues/summary, /v1/regression-suite) exist only on the backend POC branch.

Verification

cargo test — 188 passed (manifest and help fixtures extended for the new resource); cargo clippy --all-targets -- -D warnings and cargo fmt --check clean.
