Release Compass 0.3.27

This release is based on the latest origin/main and bumps the Compass CLI, workspace crates, VS Code package metadata, lockfiles, and qualification producer metadata to 0.3.27.

Highlights

• Add the bounded compass.query.agent-view/1 projection for coding agents, including deterministic CLI --format agent-json and MCP agentView output.
• Improve Rust call-graph recall for source-proven Arc, Rc, and Box receiver chains, typed chained-call results, and local evaluating macro_rules! inputs.
• Advance Rust universal evidence to producer version 2 so cached Rust files rebuild safely.
