Update phoenix to 1.8.15, dns_cluster, lazy_html, sobelow and the esbuild binary to 0.28.2, plus the transitive h2, hackney, hpax, phoenix_template and webtransport updates (quic moves 1.8.2 to 2.1.0). logger_file_backend stays at 0.0.14 until the engine release that allows 0.1.x is published. Settings shows a Debug section only when the :debug_tools flag is set (dev, and ELIXIR_TORRENT_DEBUG_BUILD=1 builds). The button truncates active *.log files in the data directory and removes rotated *.log.N copies. server.log is truncated rather than unlinked because the launcher keeps it open; the macOS launcher now opens it with O_APPEND so the server writes at the new end instead of leaving a NUL gap.
