A validated blocking result from #45's fifth review batch was lost when a later Copilot response was malformed. Preserve completed blocking judgments even if another concurrent call fails, and stop later batches after a blocking wave. The report states completed/total coverage and cannot approve incomplete evidence.
Save validated blocking reports with immutable snapshot identifiers as a seven-day Actions artifact; expose reasons and references through the existing failing check. Improve malformed-event diagnosis using only a parser position and bounded known event types, never source text.
Validation: catalog validation and 99 tests pass, including concurrent blocking plus transport failure, retained evidence, incomplete coverage blocking approval and safe diagnostics.
