[FEAT] 중도 입장 청중 동기화를 위한 SYNC 이벤트 추가 - #264

- TimerEventType에 SYNC 추가, isRunning / 자유토론 양 팀 시간 필수 검증 - 요청의 version, isRunning, prosRemainingTime, consRemainingTime을 응답에 그대로 전달 - FINISHED 발행 시 룸 종료 상태를 인메모리 레지스트리(TTL 1일)에 기록, 그 외 이벤트 발행 시 해제 - 구독 후처리를 SessionSubscribeEvent 리스너에서 ExecutorChannelInterceptor로 이동해 브로커 구독 등록 완료 뒤 전송 (종료된 룸이면 FINISHED, 진행 중이면 사회자 요청) Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
