[CG-10] Guided navigation menu in the Code City ("what questions can I ask?")

Context

Today you have to click every element to get information. "OK, we have a city — what do we deduce from it?" The city has to become exploitable, not just pretty.

Description

Add a menu (or equivalent entry point) that lists at a glance the questions one typically asks and jumps to the matching view / filter set. Ties into the documented methodology (CG-20 (#20)).
