Update every dependency to its latest release, including jsonschema 0.58, sqlparser 0.63, tree-sitter 0.27, rmcp 3.5, and serde-saphyr 1.3, and adopt the rmcp ServerConfig/ClientConfig names. The lockfile passes the cooldown policy. Rust 1.96.0 is the lowest toolchain that builds every locked dependency, so the workspace MSRV, the CI MSRV job, and the contributor and release docs move to it. Workspace crates are versioned 1.2.0.
The structured CLI contract now accepts CodeGraph 1.6.1 and later 1.6.x patch releases and reports 1.5 and earlier as incompatible. Replace the 1.5.0 fixtures with outputs captured from CodeGraph 1.6.1, parse every structured CLI fixture in the contract tests, align the process fake with the 1.6.1 output shape, and run each structured operation in the live smoke test.

Scan: fingerprint each file once through a stat cache, extract changed files in parallel with a deterministic merge, persist fact-free batches without outputs, reuse an unchanged snapshot by its identity, and report per-phase time and memory. The supervisor samples only process memory and parent links, so the no-progress watchdog stays on schedule under CPU contention. sync --watch narrows later passes to the touched repositories. HTTP linking: identify operations by canonical route shape, compose router prefixes per repository, evaluate client URLs through wrapper functions, scope absolute URLs by authority, recognize tests and in-process test clients in every supported language, and publish an HTTP link report. Add the cross-language matrix, differential, and 200-repository sync acceptance tests.
Describe the delta store, the scan pipeline, HTTP linking, and the supported technologies, record the 1.2.0 performance results with a comparison to 1.1.0, and complete the 1.2.0 changelog.

Release 1.2.0 adds delta publication of the current workspace graph, cached file fingerprints, parallel extraction, and cross-language HTTP linking with router mounts, evaluated client URLs, wrappers, in-process tests, and authority restrictions. See CHANGELOG.md for the complete release scope.
