docs: expose approved bundle discovery

Summary

• add the centrally generated fail-closed bundle discovery to the English README
• synchronize the new section across DE, ES, JA, RU and ZH-Hans
• preserve identical catalog hash and typed module/skill partner IDs in all six languages
