docs: expose approved bundle discovery

Summary

• add the centrally generated, fail-closed bundle discovery block to the English README
• add a semantically equivalent German block with the same typed IDs and catalog hash
• keep bundle manifests authoritative and omit versions, profiles, wiring, runtime, host and activation details
