Expose coalesced base/head structural changed-line ranges independently of initial folding and summary presentation. Consumers can compute total or remaining counts from structural coverage while retaining the existing visible stats.
Collect complete and visible coverage together, then normalize the exported ranges. This is the foundation for Review's structural counts.
