Separate initial plugin presentation from deferred labels. Initial mutation establishes folds; a new enrich hook returns labels for existing region IDs without changing alignment, topology, fold identity, or user collapse state.
Updates the plugin WIT ABI to 0.2.0 and rebuilds the bundled summarizer. The legacy pipeline still returns fully enriched files. Summaries that are rejected leave the initial fold expandable.
Design under discussion: a plugin phase flag using the existing mutate interface may replace the separate enrichment interface later. This PR preserves the currently implemented design.
