Add native Linux ARM64 CLI and TUI release archives on
ubuntu-22.04-arm, matching the x64 Ubuntu release baseline. Include the archive in checksums and the Homebrew formula, and run the existing archive and Homebrew install/upgrade checks on ARM64.Add Linux ARM64 selection to the npm fetcher, pin script, and fetch tests. The committed 0.1.4 pins remain unchanged because that release has no ARM64 Linux archive; regenerate pins and publish the npm package after the next binary release.
Validation: all 8 fetch tests passed, including simulated Linux ARM64 download, extraction, stamp, and offline reuse.
