Every Review-touching PR started two 16-core Windows builds on a pool capped at two runners, so a batch of branches queued ~20 jobs and blocked the preview release.
Delete
review-windows-ci.ymlandreview-linux-ci.yml. The preview and release workflows still build and validate both platforms' installers. Also removes what only those workflows used: the Windows installed-app test and upgrade-fixture script, and theupgrade_fixturebuild input. Thereview-linux-cienvironment stays; dry-run Linux builds still sign with its ephemeral key.
