You closed #421 with the reason that a restart is meant to be a restart, so this records that ruling in the overlay: review a superseding PR on its own terms, and don't treat the dropped predecessor findings as a machinery gap. Without the note the next
review-runssweep re-derives the same #398 → #416 incident from session logs and proposes the same rejected change; the note also answers the upstream-filing question from #421's body with a no.Docs-only.
