Adds a new /government/ vertical covering driver's licenses, professional licenses, and age verification with VCALM — with landing, role picker, and issuer/verifier/wallet build guides. Includes three new flow icons (governmentIssue/Hold/Disclose).

Part of DJ's convergence feedback: credential examples built for vc-playground/wallet should map to learnvc.org verticals rather than living in a separate silo. This is the first step.
