Well... sometimes they do :) depends a LOT on the use case and ecosystem. I.e. any government with a verifier trust list registry does control the list of possible verifiers you can present to. This includes e.g. the entire EU.
But might be confusing to get into this level of detail here.

I think this is a great intro. Other pages can go into more detail about trust lists etc.
