Weather가 저장한 provider 원문을 SDK의 기존 변환 규칙으로 다시 해석할 수 있도록
parse_rest_area_weather(row)을 공개합니다. private 함수를 실제로 rename하고 기존 HTTP client도 같은 함수를 사용하므로 변환 구현·별도 wrapper·호환 alias를 추가하지 않습니다.입력은 단일 provider record 또는 선택한 한 장소의 rows입니다. 기존 DTO/raw/코드/시각/오류 의미를 유지하고, header·전국/페이지 완결성·신선도를 이 API가 증명하지 않는다는 신뢰 경계를 문서화했습니다. 원천 재조회·운영 변경은 없습니다.
검증: compileall·전체 오프라인 231 PASS (8 live skipped)·coverage 92%·Ruff·mypy PASS. 기존 HTTP fake 결과와 공개 replay의 일치·raw 보존·결측/시각/식별자·입력 불변성을 검증했습니다. 두 독립 적대 리뷰와 최종 CI는 대기입니다.
