This reverts a slight optimization I made previously which ultimately wasn't safe in bazel. Adds back
ctx.label.nameto theebindir. Without it, we had conflicts when build trees for large dependencies/tests attempted to run both theprodandtestversions of a project'smix_librarytargets. By splitting these up, the outputs don't conflict with multiplemix librariesin one app.Adds transitive bin/priv/and data to a projects runfiles. Allows for cleaner data consumption of projects for their dependencies.
