Addresses Codex review threads on #165, #167, #171, #172, #173, #174, #175.

Local gate (Python 3.12 venv, dev tools): make scientific-tests 580 passed; make mutation-scientific 4/4 killed; mutation script exits 1 when Hypothesis is missing; make typecheck, make lint, make docs-ready clean; make python-test 2112 passed, 8 skipped.

🤖 Generated with Claude Code

- Mutation gate runs an unmutated baseline first and counts a mutant as killed
only on pytest exit 1, so collection, import or usage errors fail the gate.
- Indexed Hamming and exact assignment are compared with the scalar oracle
  instead of with themselves.
- Determinism tests rerun stream_assign, compare panel certificate directories
byte for byte, and require identical sensitivity artifact filename sets.
- Native oracle, input boundary, feature matrix and sparse integrity suites
carry the scientific marker so make scientific-tests selects them.
- methods.md describes best-policy selection accurately.
- make pretag-ready runs typecheck and lint.
