Add new dynamic-metadata based dynamic version support - #161

The new API is based on the semi-standardized dynamic-metadata package which got some Python core dev blessings and now supports enough functionality for this project to supply version information dynamically via this new API to downstream packages. The old scikit-build-core-specific dynamic version provider has been deprecated.
