GetTokenizedUrl fails on parenthesized Graph URL segments #2041

GraphUtils.GetTokenizedUrl throws on some valid Microsoft Graph URLs with parenthesized segments, for example:

• /users('id')
• /reports/getOffice365ActiveUserDetail(period='D7')

Its function-segment regex (^[a-z]+\(.*\)$) doesn't cover all key and function forms. When tokenization fails, the Graph permission plugins (GraphMinimalPermissionsPlugin, GraphMinimalPermissionsGuidancePlugin and GraphMissingPermissionsGuidancePlugin from #2038) skip the request, so no permissions guidance is shown.

Proposal: handle key-as-parentheses and function-with-parameters segments for all consumers, confirm the tokenized format the DevX permissions API expects, and add tests for these URL shapes.
