Summary

  • Move skills under skills/*/SKILL.md (Agent Skills / gh skill discovery layout)
  • Add MIT LICENSE and license / author frontmatter; compatibility on qa-unit-testing only
  • Scrub employer-specific Jira/DEV-* material from pr-quality; anonymize provenance examples
  • Remove per-skill README.md; root README is the catalog
  • Add scripts/validate-skills.sh + CI workflow (gh skill publish --dry-run, skills-ref, path + script checks)

Why

Public skill packaging lagged the skill content. This makes the repo a real Agent Skills distribution and practices the evidence bar the README already claims.

Test plan

  • bash scripts/validate-skills.sh locally (pass)
  • CI Validate skills green on this PR
  • gh skill preview elearningplugins/brians-agent-skills pr-quality after merge (or against this branch)
