APP-1722: use edr_cast_metadata_timestamp for run results timing filter

Summary

Companion to elementary-data/dbt-data-reliability#1070 (fixes elementary-data/dbt-data-reliability#1039).

That PR changes the shared bigquery__edr_cast_as_timestamp back to a plain cast, so BigQuery can prune partitions on monitored tables again. The nanosecond-tolerant cast moves to a new edr_cast_metadata_timestamp macro.

This PR switches the days_back filter on dbt_run_results.execute_completed_at in current_tests_run_results_query to the new macro. That's the query from the original APP-1086 bug, and it needs to keep casting rows that were already written with 9 fractional digits.

Before merging

• Merge and release dbt-data-reliability#1070.
• Bump the elementary-data/elementary version in elementary/monitor/dbt_project/packages.yml. It's currently pinned to 0.26.0, which doesn't have edr_cast_metadata_timestamp yet.
