Collects the 19 fragments accumulated since 0.7.2 into a versioned block and syncs package.json / package-lock.json.

Why minor, not patch

Request is on the stable surface enumerated in docs/POLICY.md, and #462 added an optional supersedes field to it. The policy requires a minor bump and a migration note for that layer — so the block opens with a ### Migration section. The change is additive and needs no action, but the note has to exist for the bump to be legible to anyone pinning a minor line.

Nothing in this release is breaking: no breaking fragment was collected (0 of 19), and no state transition was added or removed.

Verification

• npm test locally: 1962 tests, 26 failures — the same set as the branch point, and the env-sensitive macOS pattern that CONTRIBUTING.md documents (/var/folders symlink resolution + a locale-dependent schema snapshot). CI is the source of truth; these do not reproduce on the Linux runners.
• Release script ran clean: 19 fragments collected, .changelog/next/ empty afterwards, version synced in both package.json and package-lock.json.
