Move three fiscal CI composite actions here from experience-fiscal-common/.github/shared-workflows: fiscal-api-country-filtering, spanner-pgadapter-liquibase, spanner-pgadapter-execute-sql. Consumed via extenda/shared-workflows/composite-actions/fiscal/<name>@v0.
The moved READMEs and action.yaml headers still described the old experience-fiscal-common location (and a planned generic/ home). Update the usage refs to extenda/shared-workflows/composite-actions/fiscal/<name>@v0 and drop the obsolete 'to be lifted into generic/' notes.
The action outgrew "country filtering": it now materializes the engine's openapi.yaml from the fiscal-engine dependency and optionally stamps info.version (a set-version Redocly decorator reading API_VERSION), on top of the existing x-country oneOf filtering and re-jar. This drops all per-adapter pom config. Plugin id country-filter -> openapi.
